Vietnam’s newly promulgated Decree 163 provides a legal framework for the country’s digital infrastructure development. The decree applies to Vietnamese and foreign organizations and individuals involved in telecommunications activities in Vietnam. It aims to promote the development of the telecom market and contribute to the growth of digital infrastructure.
Decree 163 introduces new provisions, including the management of mobile subscribers’ information and telecom market. It also regulates three new services: data centers, cloud computing, and telecom OTT. Foreign organizations providing these services are subject to “light management” principles. Wholly foreign-owned enterprises are allowed to provide data center and cloud computing services, aiming to attract investment and promote development.
